Does that include SWAT teams?
Curiously, it took a Canadian to publicize how many semi-useless bureaucrats in the United States have SWAT teams.
For better or worse, we live in a world of our own making and must use our knowledge to manage our affairs. It is time to make use of the knowledge provided by evolutionary theory.

Canada shares the world longest undefended border with the United States. But we almost never get starving Americans asking for refuge.

Also, the United States has a large number of high tech billionaires, which probably skews the rankings. Funny no one noticed.
Why not wait till lots of Americans are showing up at Canadian soup kitchens before we conclude that anything in particular is happening.
Oh wait, that might take a really long time. And everyone knows that evolution happens whenever a salaried airhead decides it does. Best if the airhead is a full professor.
You get the picture. Vote for it, pay for it, get more of it.
Also note the encomium on the founder of sociobiology, E.O. Wilson, a questionable figure at best.
